If you pay in full, the deed is filed in your name with the county. If you're on a payment plan, you start your monthly payments and the deed transfers once it's paid off.
No. If a property carries annual taxes or HOA dues, they're stated plainly in the agreement. Every fee, tax, and payment is laid out clearly before you sign anything.
